<p>After a courageous, long-fought, three year battle with cancer, Steven “Steve” Allan Millard, 79, passed away peacefully on December 8, 2025, at his home in Eagle, Idaho. Steve was the son of Winona and Allan Millard, and was born in Wendell, Idaho, November 19, 1946. Steve grew up in Jerome with sisters Sandy (Warner) York, Sue Millard (deceased) and brothers - twin Stan (Trish) Millard and Scott Millard. Mike (Bertha) Stout and Carol Austin were welcomed into the family upon the marriage of Winona and Bill Stout in 1965.</p><p><br></p><p>Steve was a talented athlete, lettering in basketball, track, and football. Steve graduated with high honors from Jerome High School in 1965 and was recruited on a football scholarship by Idaho State University and joined the ROTC program as a Freshman. Steve played football for four years alongside his twin brother Stan and was voted a team captain his senior year at ISU. Recently, Steve recalled having to play every snap of the game on offense, defense and special teams due to so many team injuries. In July of 1970 he received the Distinguished Military Graduate Award and was recognized as the top Army trainee in the nation, obtained his B.S. degree in Psychology from ISU, and was commissioned as a 2nd Lieutenant in the U.S. Army. In 1980, Steve was honorably discharged from the Army Reserves carrying the rank of Captain.</p><p><br></p><p>Steve started his career in hospital leadership at Bannock Memorial Hospital (Portneuf Medical Center) in the area of personnel management and later Assistant Administrator. He was then employed by the State of Idaho Department of Health &amp; Welfare and later worked in the wood manufacturing industry as a Personnel Administrator. He was recruited to a position with the Idaho Hospital Association in the fall of 1975.</p><p><br></p><p>At the Idaho Hospital Association Steve first worked in the field of unemployment benefits where he was instrumental in developing the Idaho Liability Insurance Trust. After serving as Senior Vice President for many years, in 1991 he was promoted to the position of President and CEO of the Idaho Hospital Association and proudly led “Team IHA’ for 23 years. As CEO he lobbied the Idaho Legislature on issues critical to the hospitals in Idaho. In 1996 Steve was involved in the Idaho Public Financing Constitutional Amendment and in 2010 the Idaho Hospital Debt Constitutional Amendment. The prestigious IHA Start Garnet Award, which recognizes significant career contributions and service to healthcare institutions and associations, was awarded to and then renamed the “Steven A. Millard Star Garnet Award” in 2014. He retired in December, 2014, after 39 years.</p><p><br></p><p>Steve was a member, president, or board member of Boise Rotary Club, Blue Cross of Idaho, Idaho Regional Optical Network, American Hospital Association Region 8 &amp; 9, AHA Governing Council on Small or Rural Hospitals, AHA SHAEF, Idaho Industrial Commission Advisory Committee, Idaho Medical Association, Boise State University Friends of Nursing Committee, Bronco Athletic Association, Idaho Simulation Network and Idaho State University Alumni Association to name a few.</p><p><br></p><p>Away from the office, meeting rooms, and later retirement, Steve loved spending time with his family and friends snow skiing, boating, golfing, camping, working out, enjoying sporting events and traveling with his wife Peggy. Steve was a wonderful husband, Dad, and provider. His combined family brought him the utmost joy - Brook (mother Linda) &amp; Jerilyn, Jason &amp; Andi, Joe &amp; Jen and Patrick (mother Nikki).</p><p><br></p><p>As the grandchildren arrived the fun was intensified - Savannah, Delaney, P.J., Casey, Kellan, Brenton, Ronan, Mason, James, and great-grands Ashton and Leo.</p><p><br></p><p>Steve and Peggy were fortunate enough to travel all over the country while working at IHA, getting the opportunity to see so much of what this country has to offer. Upon retirement, they did not stop traveling but took the opportunity to explore the world. A bucket list trip to Africa for a photo safari, trips to France, Greece, Italy, Spain and numerous European cruises filled the couple with memories and friendships.</p><p><br></p><p>Fanatic is a good descriptor of Steve’s relationship with sports. Steve would often be seen waving his arms and yelling in the stands or at the TV when Boise State was playing. Steve and Peggy traveled to many away football games to support his beloved Broncos. He was a lifelong Celtics and Bears fan who was lucky enough to enjoy a Celtics-Blazers game in 1987 when Larry Bird and the rest of his favorite Celts were still tearing up the NBA. Later in his fandom, Steve became a ravenous Gonzaga basketball fan and shared that love of the Zags with his son, Patrick. When the kids were growing up, Steve was constantly attending their games (hockey, football, lacrosse, soccer, baseball, basketball and track and field). Last year, Steve and Brook finally got the opportunity to see a college game together when they watched the University of Utah Utes. Steve loved watching tennis and golf. Speaking of golf, it was a game Steve definitely loved but that rarely loved him.</p><p><br></p><p>When sports weren’t the plan for the day, Steve enjoyed his daily crossword, studying French and defeating that darn Wordle. In fact, the day after Thanksgiving this year, Steve completed his final Wordle, getting it in 3.</p><p><br></p><p>Although Steve has left us, the memories he created and helped to create for others will last long into the future. He was a role model to his children, grandchildren and many friends, colleagues and strangers. Steve was a talented orator who could hold the attention of any room, possessing a steady and compassionate demeanor that positively impacted both his professional and personal relationships. His bright smile and rich warm voice was a comfort to so many and will be truly missed.</p><p><br></p><p>The family wishes to thank Dr. Eric Fountain and the entire dedicated staff at St. Luke’s Cancer Institute for their compassionate care and unwavering support during Steve’s battle. In lieu of flowers, donations in Steve’s name to the St. Luke’s Cancer Institute, the Idaho State University Foundation - School of Nursing and the Boise State University Foundation - Friends of Nursing, DeMeyer Memorial Scholarship Fund would be appreciated. No services are scheduled at this time and a Celebration of Steve’s Life will be held at a later date.</p>

Steve was fun to be around. He loved his toys but was never arrogant about it. Brook and I always considered each other half-brothers rather than cousins as our dads were identical twins. RIP Steve.

Steve was a 30+ year member of a was poker group. His humor made our get together's a joy. His money jar often overflowed from the nickel, dime and quarter bets he had won. He is missed.
